There are a total of eight badges in the game that you acquire during your quest to the Dragon League. Without these, you cannot battle the Four Kais. Each badge is earned from defeating a Gym Leader, and each gives you certain benefits (some of which are necessary to progress through the rest of the game).

On your way through Route 23, you will find eight guards blocking the route, each of which will allow you to pass with a specific badge. This route really has nothing of interest, except for a field you can access with the Majinbadge that is good for training (it has Lvl 30s Tapions and Lvl 40s Oozarus). There is also a hidden Senzu in one of the rocks in that field.

To see all the bosses you can battle as well as the Dragon League leaders, check the Gym Leaders/Bosses and the Dragon League pages respectively.

Fun fact: the guard who checks for your Satanbadge is past a body of water, which you can only swim through after acquiring the Majinbadge (the next one).
